It has been confirmed by the RPA that claimants of the Basic Payment Scheme, no longer need to be an ‘Active Farmer’ for 2018 applications onwards. This news will be welcomed by many, in particular those previously exempt from the scheme due to this clause. It has the potential to significantly increase the demand for entitlements this year and the subsequent number of BPS applications. Advice taken from www.gov.uk on the BPS 2018 guidance states;
“This change to the EU regulation was confirmed too late for the RPA (Rural Payments Agency) to adjust the Rural Payments service online or the BP5 application form. Therefore claimants for BPS 2018 must fill in the first box of the ‘Active farmer declaration’ in the online Rural Payments service, or on your BP5 application form stating ‘No – I qualify as an active farmer’. You must do this before you submit your BPS application.”
