Common Agricultural Policy

THE COMMON AGRICULTURAL POLICY

Originally introduced in 1962, the Common Agricultural Policy (CAP) addressed a strategic need for food security in Europe; the result was a deliberate increase in domestic food production with a reduced dependence on imports. Through market management, surpluses could be reduced, while import taxes and export subsidies were intended to protect the domestic market.

A CAP reform agreement was reached in June 2003, allowing farmers to focus on market and consumer demand rather than subsidy requirements. The reforms were a simplification of the CAP, replacing several schemes that previously operated in the UK with the Single Payment Scheme.
